The Joker is an unreliable narrator. You can’t believe what he says exactly. He actually has a very simple motivation, he doesn’t want anyone else to be in power but himself. He uses fear and terror to disrupt the systems and control everyone. This messes up the government’s power, the mob, Harvey Dent, and Bruce Wayne/Batman. I didn’t get the impression of hatred. He starts out as a bank robber, then mob hustler, and then a criminal mastermind/ terrorist. His suit and makeup get progressively “better” throughout the film to reflect his ascent, descent.
